What happened
The driver of a red Kia Pegas failed to stop at the intersection of Modderfontein Road and Centenary Street, travelling in the direction of Greenstone. The traffic light was out of order at the time. Under South African road rules, an intersection with a non functioning traffic light must be treated as a four way stop, where every vehicle comes to a complete stop and proceeds in order of arrival.
